After days of waiting and public dancing over the various issues Jeff Fisher made his decision to become the next head coach of the St. Louis Rams. Details about the arrangements and the reason's for Fisher's decision have yet to emerge, but we're starting to get a clearer picture of things. Naturally, it has much to do with Fisher's level of power within the organization.
According to Mike Silver, the Dolphins, specifically owner Stephen Ross, would not grant Fisher more power or even equal power over GM Jeff Ireland. Reading the context clues, it should be apparent that Fisher did garner considerable sway within the Rams organization, which was really what the jockeying was about these last few days.
FWIW, the Dolphins reportedly feel "used" by Fisher.
When Fisher's name first emerged as a leading candidate, it was known that the Rams would consider first-time GMs for the position, an up-and-comer that would work with Fisher, rather than report to Fisher, on scouting, the draft and personnel moves.
Just how much control Fisher gets in St. Louis remains to be seen Obviously, he's getting enough to make him take the job here rather than in South Beach.
As we mentioned earlier today, the hiring of Jeff Fisher fits with how Stan Kroenke runs his other giant sports enterprise, the Arsenal of the English Premier League. That team is headed by Arsene Wegner, who plays a comparable role to that of coach and GM.

I honestly believe the Rams were a few, or more, assistant coaches away from being good than a few players away. For all the talk of how un-talented the Rams are, it is the job of the coaches to make the most out of whatever talent the players have. As an example, I don’t think one can look at the Broncos and say that they have infinitely more offensive talent than the Rams. And for those that suggest that Fisher will bring a boring brand of football, again, look at the Broncos. Fox has never featured an exciting brand of football—this season being no different—and yet no city is more excited about their team right now than the Broncos. Excitement is created by winning games, plain and simple.

I don't think he will have total control, but he will have final say on 53 man roster

Honestly for a guy to have 11 seasons of 8-8 or better he has to be doing something right, he was also in a division where he was dealing with Peyton Manning twice a year for the past 10 years. We have to say that the titans have always been a team that were no fun to face. If jeff can bring that nasty mentality to a Rams team that desperately needs an identity I don’t care how much control he has. Plus Pete Carrol was able to hand pick his GM in seattle and they have definitely improved, minus the Qb position and we are already set there. I think this is a no lose situation for the Rams, the last experienced head coach we hired was vermeil and that worked out damn good.

He is a smart guy, he should be able to tell that the Rams need playmakers it would be stupid for him to ignore that need. Now that we are going to have a solid coach and a GM he will work hand in hand with, I think we can assume this will benefit the Rams. I think we have a solid base of players we just need the coach to steer us in the right direction. Maybe adding solid position coaches will get more out of the crop of players we currently have. If Philly hires Spags, we might be able to bring in Jim Washburn who worked with Fisher for years in Tennessee, he is one of the best position coaches in the NFL. When Fisher was in Tennessee they had one of the best OL in the league if not the best.

I dont' think you can compare Arsenals situation to the Rams with regard to coaches,
because in soccer, there is not teams that I can think of with GMs. Coaches always have all the power.
